the volume on my head unit will randomly fluctuate. I have the throttle volume adjustor turned off and when I am cursing the volume will randomly go up and down, as in volume numbers changing on the head unit. I have the biketronics retro kit and everything was working just fine till my voltage regulator went out and had to replace it. Any ideas as to the cause of this issue?

if you run PV1 in gauge mode on the bike combined with the BT100x retro kit, you are scr.wed... they do NOT like each other...
BT100x retro kit is the only kit supporting AVC and that is the issue. both are "listening" to the speed signal... not sure what the status is currently, but I changed out the BT100x unit with the ASWC / metra combo as I do not use the AVC anyway and move the mute option (see sticky thread in audio forum).
might want to call / email Bill at BT to ask about the current status - refer to Power Vision / BT 100x volume issue
When you disconnected your battery to replace the regulator, could it be possible the Retro Radio unit defaulted to AVC mode? You could try turning it back off.
Every once in a great while I'll get the mystery volume change. I would assume it's a glitch in the signals and don't worry about it and stop it with the hand controls when I hear it happening. I can run my Sony full blast and not worry about hurting anything because my BT7.1s and Pioneer 6x9s have clear loud output. However, tt has scared the **** out of me before if I didn't catch it in time though. See what Bill recommends, he'll always take care of you.
ripped out BT - not using AVC. replaced with ASWC/Metra. Sold BT.
see my thread on what the issues were... remedy is to pull the AVC pin from the big audio connector if you want to keep BT and not interfering with the PV. that's what I initially did. I love the ASWC as I now got the mute (ATTN) option. way easier coming up at a traffic light. 1 push and I can talk normal to fellow rider.
