First off. 89 fxr with crate s&s v124, superstock ign and single fire coil. Voes is new and set for 6 inches of vac(from zippers). Mikuni 45 with 32.5 and 185 jets along with the 95 needle.went thru set up procedure for float level, accel pump kick in/shut off and pilot air screw.
bike seems to run good and crisp(only had it to 3000 rpm so far) but sputters constantly while maintaining speed. Otherwise seems to run real good while pulling and decelerating.
may try disconnecting voes. Any suggestions as to what may be causing this?
There are cross-over between the jets and under different load conditions.
IE: 0 to X, the low speed jet is in play. At certain load, altitude, Wx conditions the high speed jet comes into play.
So if the sputtering at constant speed is in the low speed/load range then the problem could be the adjustment or even jet size of the low speed jet.
If it occurs any where form mid to high speed/load condition look at the high speed jet, the spring or needle in the slide and make sure the diaphragm is seated and not torn.
So! The question is what is low, medium, and high load/speed conditions? If your wife/girlfriend is Twiggy and you are Barney Fife then you're in low mode consistently. If OTOH she looks like Hulk Hogan and you are Hulk Hogan then you are in high mode all the time.
I would start with slide, spring, needle, diaphragm first, also make sure no one has drilled the vacuum passage in the slide.
Add conditions to your post and it will help for smarter people then me to help you.

im only 200 lbs, so id say low load and low speed(30-45 km/hr). Throttle at about 1/8-1/4. altitude is 1800ft above seal level here. Still fairly cool out today. Oh and the bike has an HPI 2:1 on it which may also be making these adjustments tricky 🤷🏻♂️
Im new to carbed bikes and evos so maybe this sputtering is somewhat normal? Oh and the carb was brand new so it hasnt been modified at all.

Low speed jet, remove that 32.5 and put the smallest jet that it came with in. I'm in Dallas TX pretty close to sea level. At 1800 altitude, GOT TO LEAN IT OUT!! My 07 Dyna, 105" 10.5:1's mild head porting EFI to MIKUNI HSR 42 conversion, running 20 low jet, 180 main jet, 50 accel squirter and adjust accel pump start with NO GAP. Do a some searching for some really good Mikuni Tuning. Look for "The Evil Tyrant Blog," THAT would be none other than Joe Minton.

Just got back from a ride and had swapped out the 95 with a 96 and that made a noticeable difference. So i will definitely put the 97 and 25 back in it and give it a ride.
HSR45 = 25 pilot / 175 main / 97 needle / 70 accelerator nozzle
only reason i went so rich was because i was using a chart from an ultima engine owners manual for a guideline. It states 185/32.5 for 120ci.

Just adjusted a "Brand New Carb", the float was set incorrectly. New doesn't mean correct.
Evo's are the best running engines ever. You might also check the timing cup in the nose cone and make sure that is secure on the cam shaft. They sometimes loosen themselves up. There is a little tang on the back that should be in a grove on the cam.
