Default Belt final drive on 4 speed kicker

I want to build a hard tail bike with a belt primary and belt final. I will be using a Pan or Shovel and will be kicker only. Can I run a belt final on a 4 speed kicker? Thinking of using a Paoghco frame and around 140 series rear tire. Alos any idea on rim size to use. Was thinkin on around 3.5 but need to look at some other bikes first as I also want a disc brake so alot to fit in the frame.
