Default American Standard Inverted Forks problem

I was checking all my bolts on the chopper the other day and found the bolt that attaches the stem to the top tree was loose....by about 4-5 turns. I tightened it to set the correct "fall" on the front end and found that the set screw that locks the screw in place was so tight that I snapped an allen wrench off on the screw and cannot get the broken pc out. All this being said how the he!! did the stem screw loosen and still allow me to tighten it with the set screw being that tight ??? Any suggestions on how to get the broken allen wrench out and get the set screw loose ? Note ; the set screw is about an inch deep in the hole and only about 1/4" in dia. Any help would be appreciated, I am very concerned about the stem screw backing out at any time.
