Diet coke, tinfoil ball shiny side out, elbow grease. The diet coke and tinfoil makes aluminum oxide paste, which is a polish and the tin foil isn't hard enough to scratch the remaining chrome. This works for small pits and scratches. If you've got heavy rust, nothing works except rechroming. There's also a hundred different kinds of chrome polish that will work. Simichrome, wadding, Mother's etc.....
If you need to use steel wool then #0000 would be my 1st choice.
Use #0000 in conjunction with a good lubricity spray. Keep it wet!
A spray bottle with a dawn soap mixture or even Simple Green etc.
Spray and "lightly" wipe with the #0000 and it "should not" scratch.
If it's minor pitting you're cosmetically removing it from the surface.
Always do a small inconspicuous test spot first. Check your results.
Dupont ( Old timers will remember the Dupont Chrome Cleaner #7 ) Chrome Cleaner then A Good Chrome Polish then go back and work on the tougher spots with something a bit more aggressive ( #0000 steel wool as mentioned above )
