So am I understanding correctly. 103 Rushmore is just a beefier cam in the 103. So if I put that cam in my 2015 street bob 103. I would have a Rushmore motor?

The "Rushmore" designation is for the Touring platform. Whether it has the liquid cooled heads or not. There's better cams for your Street Bob than those as they're spec'd out for the heavier bikes and two up riding.
I've tried to figure out WTF Harley "Project Rushmore" is. I've looked at all the stuff on their website and still don't get it. It seems to mean everything and nothing at the same time, which I guess means more marketing BS to sell even more baggers.

Rushmore also means hydraulic clutch. The one that was recalled.
Project Rushmore was a whole host of upgrades to the 2014 and later touring platform. One of which was the new 103 High Output Twin Cam Motor. It has a taller, torque optimized, cam profile (similar to the SE255, if I remember correctly). I believe this led to a slight increase in compression.
Like others have said, I'd agree that there's a better bolt-in cam for your bike.

Thank you. Nothing succinct like that that I could find on the website. I also very much agree with the statement about finding a better bolt in cam.
But, I do have a buddy who worked a deal with the dealership on them cams, had them put in his mild motor build, think it's a 107... (What can you bore a 96" out to?) Anyway, he likes it. Says it pulls pretty good.
