Well then I guess you could fabricate something to fill it in and respray it or just fill it in with bondo or epoxy putty and rework it and then respray it to match.
Go to your local Harley dealer and order the little cover for that...It's only a couple of bucks and it's adhesive and they make a black one that blends right in with the cover.
