I was just poking around and found this https://www.hdforums.com/forum/group...up-page36.html about 36 pages deep. The surferchop bike looks like its got a hinged fender.

2006 and newer Dynas have quite a bit more room between the fender struts than the previous models. The hinged fender fits nicely on 2005 and older after filling and redrilling new mount holes. You probably could make it look OK on your 09 with some spacers. Your 140 rear tire will fit in the fender with no issues.
I used 2 2009 and newer FLH fenders welded together on my Street Bob to completely fill the fender struts. This also allowed me to run a 180 x 16 touring tire.
