Im pretty sure the sissy bar mounts go between the fender and the fender strut. Most people remove the sissy bar from the mount when they want to take the sissy bar off, just leaving the mounts behind. Cant help you with the lower bag mount though, sorry
i have on 03 fxdxt, the lower mounts are very hit or miss with me. when the bags are off they vibrate louder than the bike on decel, and they just look and work kind of badly. do you have OE HD bags or leather pros?
somebody makes a kit to run a newer style quick detachable sissy along with the t-sport bags by pushing the bags out further, in which case you lose use of the lower mount causing the annoying buzzing...

MyT-Sport is long gone, but I remember the lower bag mounts were a round ball, like the ball end of a heim joint and there was a brace inside the fender that went from mount to mount. I had dual QD mounts on that bike (and on the wife's current Low Rider) that I made out of two QD kits. I had to space the lower bag mounts out with a threaded collar.
