I'd say 80% by feel. 90% by timed runs. The last 10% takes a Couple hours on a dyno with a knowledgable tech.

Back to the original question. If the price includes the parts and such it's not a good deal but hardly a scam. Not sure if you already have a high flow air cleaner or if one is included in their price?

Figure average retail for the longshots =/- $500
Labor 2 hours at $100/hr = $200

So gaskets and tune, etc roughly $300

Average price for a full dyno tune is around $300-$400 but that's on EFI bikes, I have no idea if it's the same for carbed.

All this being said, I wouldn't pay anything like that. I'd buy the exhaust and install on my own which is a pretty simple job (don't forget to buy the gaskets $10), and can be done with fairly standard tools/sockets. If totally uncomfortable with that or don't have any space find an indy who I'm sure could do the work for around $70/hr plus tune if needed.

Plain and simple, putting a bike on a dyne for nothing but pipes is a waste. Change ONE jet one size, and keep it moving. Dynos come once you have more power to tune. Im not going to dyno a bike to see that it is making 59 hp...

I did the same to my 02 wg, except, being at sea level, I tried a 192 main and it was too rich, so I went back to the 190 and, using jet drills, opened it up about .002" and now it runs good throughout the range. And I get about 48 mpg if I don't hammer it, 38 on the freeway. ---- I like my carbed bike.

The cost of the dyno as quoted to me was $1000.00 not counting the price if the exhaust. Exhaust is extra. Theis is the second time that price was quoted to me by the same dealershship. "It will run better than it ever did before". The bike presently has all Screamin Eagle parts on it now.

That's a lot of dyno time. Ask how many hours that covers.

Dyno tune should run you $300-350 tops! Evidently they just don't either like you or your bike!
