If your debating between 2016 vs 2017 your certainly looking for a NEW bike. In that case, I would wait a year for the new motor. That 4 valve head is going to open up a whole new world of performance and overall rid-ability once the aftermarket gets ahold of it.
Of course, if you can afford a 2016/17 now and upgrade in 18/19, then by all means do that. But I don't think in those terms as my pocket book is not lined like that.

I'm really hanging out to see what, if anything, has changed between the 2016 and 2017 Street Bob...cosmetically it doesn't appear that anything has, and logically I think they probably wouldn't make any changes before they switch engines in the Dyna range...but I do wonder if there are any EPA-mandated tuning restrictions on the 2017's...
If you can't wait for the new motor, and the difference is really only 1,00, then go for the newer one. You'll be paying for that difference of a year in resale worth and it'll likely be more than the thousand.

Well, I'm in Australia and the way I read it, the EPA restrictions were limited to the US...BUT, I wonder if there have been any changes to the bikes (ECU?) themselves that restrict their ability to be tuned, even outside the US.

First you have to determine how much extra you're talking about. It's not clear if you got prices on both from the dealer. Or dealers. Pricing can vary quite a bit from dealer to dealer when it comes to leftovers.
