Only the starter and the ring gear move. the primary chain does not move. Is this maybe something not connected properly on the clutch?

That is kinda what I get but the starter engages to gear wheel and it spins but the chain assembly does not

only the ring gear. the chain doesn't move. not even a little bounce

Can you confirm from this picture what you are calling the ring gear.
Number 1 or number 2

I'd like to see a video of the starter spinning the ring gear on the clutch basket with the clutch, primary chain and front sprocket stationary.

If yours is a press fit ring gear it may be spinning on the clutch housing.
I believe I've seen some replacement ring gears that are press fit.

From 2007 and on the ring gear should press fit. But if I were gonna bet my money, I'd say it isn't spinning on the clutch hub.

Just curious, what is the actual voltage your battery reads at before you hit the starter? Previous experience tells me a battery charged to 12v, while will read good to pretty much anyone, won't start the bike.
