No two ways about it; it's just like you said. I had my doubts but you were right all along. Despite being pressed on, I've never seen a ring gear spin on a clutch hub/basket like that.
Now it's just a matter of getting a new one and R&Ring it.

As they say, there's a first for everything. Now I've seen it. That would have not been on a list of things I would suggest to check. Now while not an extremely easy fix it's not that bad either. Wish you the best.
Yesterday I pulled the primary off of my buddies 04 Ultra Classic becuase there was a knocking noise coming from the primary and the starter was spinning. As soon as I pulled off the cover the first thing I seen was the Jackshaft bolt was not threaded at all. I checked out everything else and everything was good. Reinstalled the jackshaft bolt and wha-la no knocking. And the starter seemed to working fine.
I'm obviously not NomadMax, but the first thing is to get the old one off and inspect it to see if the hub is damaged or just the gear. Then and only then can you decide what needs to be replaced. ME - I'd do the whole thing, not that expensive, $150 or so..
