If the ring gear is spinning but the primary chain is not, it seems to me it has to be a mechanical failure between the ring gear and primary chain sprocket, not electrical.

Not true at all. Quick reading across the points show less than 12.8? Won't start.

Now if I does read good, obviously they have to load test.

NORTY FLATZ, the teeth on both look fantastic. Like both are new. As someone else mentioned earlier, if the part is supposed to be pressed and is not, this could be the problem.

The starter is being energized, but the engine does not crank...

The OP`s description points to a mechanical failure.
