In California you might have a problem with loud exhaust from a LEO.
But there is no real enforcement going on in regards to tuners or air cleaners or External Breather Systems.

Smog inspections are required unless your vehicle is:
Gasoline powered 1975 year model or older
Diesel powered 1997 year model and older or with a Gross Vehicle Weight rating (GVWR) of more than 14,000 lbs
Electric
Natural gas powered with a GVWR rating of more than 14,000 lbs. Motorcycle
They haven't banned them, they just make it difficult to get for newer bikes. I've never had an issue with exhaust, including the supertrapp with no baffle on my old bike, when pulled over.
Like I said, some LEO's are nit-picky. Depends on who pulls you over and if they had their coffee and donuts for the day...
In PA, you probably have to have a safety inspection, where they check brake lights, mirrors, turn signals, horn, etc. They will not even pay any attention to your air cleaner set-up during a safety inspection.

The State Police here hassle me quite a lot about my cars, but they don't seem to give a rat's *** about bikes. Other than a VIN verification on out-of-state purchases there are no inspections, safety or otherwise. Just don't speed and you're golden.
