I have one of those HD frame mount tool bags. Not too good IMO. Mine leaks like a sieve. The zippered opening is not the full width of the bag, so hard to get tools in and out of it. And the worst part is the mounting system. It is a p.i.t.a. to get the bag back on the bike if you take it off for any reason.
I had a fork mounted bag on my sportster, strapped to the lower triple clamp. Worked great, didn't catch too much water. i am using the frame mounted one on my Dyna, but I don't really like it.

strapped mine on using the leather strap the bag came with, rubbed the paint/powder off my frame in 1800 miles., not completely, but its dulled noticeably... live and learn i guess.
