leaking oil

Hey guys my husband and I are at are really frustrated. Our bike just started leaking.We own a1994 dynalow rider.we went into the primary case and replaced every seal. there is a shaft that is hooked to the starter. there is a metal sleeve that is there that is where the leak is coming from. or from behind it. We have had this bike apart and put back together three times. what is leaking and how do we fix it? is it a tranny problem?
