38K is not too high, but it's also irrelevant whether it was ridden 3k a year or 15k a year. What matters is how it was maintained. If anything, a person riding a bike 3k a year may be less likely to change fluids than the person who uses his regularly. Though not necessarily.
So disregard the armchair pundits on this thread and focus more on the bike itself rather than what people who havnt seen the bike think about a certain mileage.
Low mileage can be worse than high mileage, original fluids? 14 year old brake fluid! Tires dry rotted? Gas tank rusted? Carb contaminated?
