cant be clip ons they attach too the fork tubes, super bike bars are like a flat bar with a 2 inch rise yes there is heaps off cable lenght maybe too long if anything

Not sure why you say you need risers, unless you are worried about the turn signals hitting the tank (which shouldn't happen with Superbike bars, even with only 1" risers.) I run a flat drag bar with the stock 1" SB risers. Definitely had to shorten cables since the SB has mini apes as stock.

Before I switched to my ape hangers I fabricated 2.5 inch spacers (just couldn't deal with how low the stock bars were) and they fit but I don't think I could have gone any bigger with the stock cables. Plenty of wiring though. Didn't have to modify the wiring at all for my 16 inch apes.
