On the icon where you launch the program, right click it and left click properties. There should be a Compatibility tab or section. In there will be a label that says Windows XP. Check the box next to it and left click OK. Then try to run the program. You may have to interpret those instructions a bit as I am not right in front of my computer at the moment.
sorry Jay no such luck. I tried all 3 versions of compatibility for XP. same error message

Question? Why cant the software JUST read the current setup from the ECM. Why do I need to load a cal file? Does it come with a calibration from the factory at all? Remember the bike is stock.
Ah, that is where you are having the program fail. So the 2006 was an odd year and it had some issues that had to fixed halfway through the year and then the next years models. Things like injector flow and angle, o2 bung sizes, idling speed, and a few other small details. On the SERT programmer the table files have a header in them that identifies what ECM programs can accept them to make sure you do not write a value to an area in memory you shouldn't be, as some years have more variables and/or wider ranges possible, or so this is the forward planning thought. Nothing actually changed but 2006 was early in Harley EFI so they weren't sure where it might go, just built in some protection. What you need are the cal files I mentioned previously that are built for your year of bike. There is also a pdf that goes with it that tells you the differences in all the cal files for modifications that have been done to the engines. I will say the cal file header changed in 2010 so that is where you will probably need the latest cal files.

That makes sense to me. Ive also read through the pdf with the modified engine descriptions but where will I find the latest cal files?
