Default Eitms

Does my 2008 Street Bob have it? If so, does the dealer have to enable or is this something can should do? Any downside in doing so?

I believe that 2007 model year was the transition to EITMS. It will only provide limited cooling ability by shutting off the fuel injector to the rear cylinder. I can't speak to your model year but on my '13 new off the floor EITMS was enabled. I disabled it immediately using my Power Vision

No real downside to having EITMS enabled if you wish to do so, but it is a band aid approach. There are much more effective cooling alternatives when it comes to engine temperature management...

EITMS will activate (rear cylinder will turn off) when all of the
following conditions are met for approximately 6 seconds.

Engine temperature is greater than 287° F domestic
(165° C international)
Throttle position less than 0.9%
Vehicle speed under 1 MPH (2 KPH)
Engine speed under 1200 RPM

EITMS will disable (rear cylinder will again fire) if any one of
the following occurs:

Engine temperature falls below 275° F domestic (135° C
international)
Throttle position greater than 2.3%
Vehicle speed exceeds 2 MPH (3 KPH)
Engine speed exceeds 1350 RPM
Clutch is released with vehicle in gear

It is available, dealer or someone who has a Centurian ( Techno Research shop device) can enable/disable.
No real downside, causes a stumbling idle at full stop that smooths out as soon as you start moving.
No real upside, unless you spend a lot of time sitting still with the bike running.
