Push Rods Do not Spin Freely

I was replacing my lifter cover gasket because of an oil leak. When I am installing my rocker arm support plate, the valve train starts tightening up about 1 turn before all four bolts are fully down. In other words, once I get past this point I cannot spin the push rods. I know that I am at TDC of the compression stroke. I double checked by rotating the engine one full revolution. I did this I by checking the height of the push rods - at TDC of the compression stroke the intake rod is 1/4" lower. BTW, I did this just a week ago to replace the push rod guide o-rings (should have replaced the gasket then but thought it was the o-ring that was leaking) and did not have any difficulty.

I do not want to proceed until I can get the push rods spinning freely.

Never mind - I figured it out. I did not have the bolts fully tightened down. as a result, there was uneven loading on the push rods that resulted in loading them up.
