FXD won't start

FXD won't start
I was riding the other day and my 2003 FXD shut off. Quick background is that I just replaced my stator and rotor due to the battery not charging.
I have some very strange symptoms that are really throwing me off. After the bike stopped I immediately figured the battery was not charging and maybe my issue was with the regulator. The battery tested fine however. I then went through testing the starting system including the switches at the handlebars. Everything seems good. I'm left with a few odd symptoms I can't quite pinpoint.
When I turn the key to the on position I have no headlight, however I can turn the high beams on and the horn works.
When I turn the key off the brake and running light stays on the only way to stop it is to unplug the rear light.
The security fob button does nothing.
No turn signals front or rear
speedometer is stuck at 35. (Checked the speed sensor it was clean no shavings)
I opened the starter relay it looks okay visually but I tried to use a pen to manually get it to click over but the bike wouldn't fire.
I checked grounds and fuses. When the bike had initially stopped the lights fuse had been blown.
I'm thinking this may be a tssm issue but Im lost. Any advice would be appreciated thanks.
