i havent touched or changed a damn thing, other than now im back in the bay area where it is cold and im actually wearing my jacket that was stored behind the windshield and not allowing any air to pass through

It does seem that the wobble was related to wind conditions and the weight on the bike..
I did go ahead and change the fork fluid to a lighter fluid. I did not like the "bounce" it had off a hard corner/lean
I did some research, and discovered that what matters is the viscosity at 100* C.
Accoridng to Spectro Oils the Harley Davidson Type E (stock for my bike) has a viscosity of 7.95@100C and a SAE weight of 20
The oil i put in was the maxima Vtwin 20 wt which had a viscosity at 100c of 11.3 and a sae weight of 20
I bought the fork oil level tool, and pulled them back apart and changed the oil to Maxima 10 wt (non-v twin its all they had) which has a viscosity of 7.7 @ 100C
this time i made sure there were no air bubbles and the oil level was exactly what the manual wanted
The bike rides better, and handles much better. Its a lot more responsive and im happy with the changes
I dont notice the wobble any more, but i havent had any strong winds since
