Ugh after researching inner primary removal i see the are 5 bolts that hold it on and all are on inside middle of inner cover. So this leads me to believe it could in fact be a case bolt. Dang it just my luck.

I'll get closer and get better pics from lower angle. Can't see what else it would be other than case bolt, but praying for a miracle

They are not all under the inner primary. See below.

Here's a couple pics of my 2002 Dyna engine cases. I've circled the external inner primary bolts in red (crappy job I know but I'm in a hurry). Our engine cases are the same (in this respect) and based off your photo it does look like an external inner primary bolt. The second pic is just a different angle with the other external inner primary bolt circled. The other bolts you see are case bolts. If I'm right, my first answer stands as my response. Which was:

"The best way to turn a project into a nightmare is know the best way to get it done and then do something else because it seems easier. It never is. Pull the inner and outer primary covers (including the compensator and clutch basket) and remove the bolt with vise grips. However, I wouldn't do it until I had a better reason to go into the primary."

That said, shine a light in there and make sure it's broken off, it might just be gone. The part number for that bolt is 2887WA. Under no circumstance would I attempt to drill that bolt (if it is in there and broken off) without taking off the inner primary. The risk of cocking up the threads in the left case half are too great. You have more options once the inner is off.

Thanks for the photo Nomadmax, that clears things up. Looks like the earlier Twin Cam's inner primary is not bolted up to the crankcase the same way as the later Twin Cam's. Can't see how it would break, maybe it just vibrated out.

With the leak coming from up higher and the missing bolt I would expect that one of the other crankcase bolts has either broken or backed itself out from the case vibrating and the missing bolt you already found. I'm with the above, use a light to verify that the bolt is broken. If your lucky it just backed out, you can replace it, and verify that all of the case bolts are tightened down to spec. If you want to be really thorough, I'd pull the outer and inner primary, verify the bolt is gone or use a left handed drill bit set to remove the broken bolt from the case, then use all new case bolts, case gasket, and primary gasket to put it all back together.

Just stick a piece of coat hanger or welding rod, heck even a pencil into the hole to verify if broken or missing.
