Broken inner primary bolt
I'd remove the primary housing , there are three other bolts that fasten the inner primary to the crankcase , three or four more for the transmission case and of course the clutch and chain drive.
Here's what happens if ………..
The bolts are loose.
The engine or transmission have been out of the chassis for repair and re-installed.
The motorcycle has been in a collision.
Rubber engine mounts are very old and near the end of service life.
Some one has been working on the vehicle that does not use torque wrenches or does not have a good feel for tightening fasteners or perhaps , has substituted bolts that are of insufficient strength.
Bolts can break off as a result of a misalignment between the engine / transmission , often , this cracks the lip that is cast into the crankcase which retains an O ring which ruins the seal between crankcase / inner primary.
You should think about having a look at the crankcase for damage to that lip and other damaged , loose or missing bolts.
I've seen lots of these damaged , repaired with helicoils , some with a partially missing lip.
When assembling the vehicle , let's say , a bare chassis and you are installing the engine and transmission , care must be taken to get all components in correct alignment to prevent damage.
The fix itself, extracting the broken bolt is not a big deal at all unless it is handled poorly , often things go bad early on and quickly get worse. Best handled by someone who is experienced in this type of work.
I do recommend removing the primary to inspect for additional issues.

Update. I just realized the oil leak is coming from the stator plug. Looks like the silicone around plug on inner primary is cracking.
i called harley to ask which silicone i could use to fill the cracks and they said it's a sign the stator is going out. When oil starts leaking there it's a sign of the wires and insulation are deteriorating.
has anyone ever had to re seal that plug or does the stator need replacing? I haven't had any charging or electrical issues.
