Default Problem with Flush mount gauge and cap

I put this on a 2006 WideGlide:Flush-Mount Fuel Cap and Gauge Kit

Part Number 62910-06C

Here's the issue. There are 2 o-ring gaskets in this kit. Both appear to be for the fuel cap. One is at least double the thickness of the other one. If I use both, the cap will not sit flush. If I use only one, the cap will close and sit pretty much the way it is supposed to, with the smaller one fitting better. I also don't want gas coming out so it does need to seal properly. The instructions say there's only supposed to be one. Could be a kit assembly error or maybe you are supposed to pick the right one for your bike.

Which one am I supposed to use?

Problem only need one. They put two for possibly different style gas tanks. It won’t leak gas the newer bikes 96-up need to vent

Did the ring on the fuel gauge come off? There should be one on it to hold it in the housing.
