One option for the frame is to use a "Frame and Wheel Straightening Service". Some years ago I used The Frame Man out of Sacramento. You may find one closer to you, possibly Reno?

I looked it up and i called it seems it has closed thanks though know of any other shops?

I've never repaired a frame with that sort of damage, but I have been involved with projects where the original neck was cut off and replaced with something different. I don't think there's much structural concern with good welds, but I would be concerned about everything really being aligned properly. Just looking at the pictures, I would think it was a pretty good impact... There could be areas that are tweaked that don't look obviously damaged. I have no direct experience, but I've also heard very good things about The Frame Man. But maybe a fresh frame is the way to go...
