Use your manual and go through it...there is a step by step way to test each component...
best way to test your battery even if new, is charge it fully, pull it and take it to parts source or equivalent auto parts store and have them bench load test...you might have a bad cell...sometimes it happens new...so start with your battery...
2010 WG: Was making a few short trips (less than 10 miles total) and on the way home it sputtered once and died. Checked battery (new this season) and it was at 10 volts. Started up three times prior to that (leaving house, gas station, grocery store), so not sure how battery got that low. The last few weeks or so i've noticed that when i start my bike up the spedo goes back to mileage and i usually leave the clock on (not sure if thats relevant) and before it would stay at whatever i left it. Checked for codes , says none or no response -- but it does show pn's . Does that mean those parts are no good, or if you had errors codes that part would be the culprit? Got the battery on the charger now and will check to see how many volts the stator is putting out later. Any help / suggestion are appreciated . Thanks
mangO,on one of my previous Harleys,i had a similar problem & it turned out to be I had trapped a wire under the seat & the bike wouldn't start when 2 up(the weight on the seat was trapping the wire).
I'm not saying this is your problem, but it costs nothing to check it,especially if the seat has been removed at all.
I appreciate all the suggestions and feedback, i'll look through the manual to see how to check components, if all else fails i'll bite the bullet and see if the local HD dealership can do the diagnostics. I did replace the gas tank about 3 yrs ago, and i remember i had a pinched wire under the console originally -- i can pull that off and have a look, seeing that my first "symptom" had to do with the speedometer.
12.5 is a Tad Low at rest, but could be actually be a bit more than what the Gauge or Voltmeter is Reading .. When I test my Battery Voltage pulled off the Tender in the Morning is always 12.8 minimum.. Check All Connections and if possible see what a load test on the Battery does .. Sounds like your Charging is working Fine as long as have 14 volts give or take a few tenths .. If stays up around 15 or More is definitely over charging trying to compensate possibly for a Weak Battery ..

provided the parts store you go to knows what they're doing, I was having issues with my battery, I tested the stator and it checked out fine, but the battery wouldn't hold a charge, took it the local Napa and they said "the battery test good" same issue, wouldn't hold a charge, went and bought a new battery, haven't had an issue since.........
