Default 88 sportster 1200 not charging please help

I bought this 88 sportster 1200 that i was told stop running one day, the electronic ignition sensor was blown out, I replaced with a dynatek igniton sensor, I have put a new battery in it. after getting a new battery and finally riding i found it the battery is not charging. While running the battery stays the same voltage. I have tested the stator lead connector and am getting a low reading of 13 AC volts around 1500 RPM and it does increase with engine speed to over 20-25 AC volts, from what I read this is a low reading and should be from 14-20 AC volts per 1000 RPM. I have disconnected the Regulator and found the back with the epoxy was cracked and a big burn mark in it. I have replaced the Regulator now and make sure all connections to battery, regulator and main circuit breaker are clean and tight still not charging. I assume the previous owner had a problem and maybe the whole bike was fried? although it did start and run after replacing igniton sensor and battery. does anybody know what I should be looking for now? I would think that even if the stator is putting out AC volts and with a new regulator and verified battery is good that i should get a charge? Thanks for input

Sounds like the stator could be bad. you should also check for shorted windings.

What is the voltage regulator output?

Your problem should be in the charging circuit (voltage regulator/stator).

The bike started and ran on the battery until it discharged...so look again at the charging circuit.

Perform the checks on the stator. Should have continuity with nearly zero resistance between the leads and each lead must not have continuity to ground.

Check the stickies on the electrical (parent thread to this tread) for the charging system checks and follow the FSM.

I checked and there is no resistance on stator plug or to ground.

I have done all basic testing and everything passes so far but when bike is running voltage doesn't change where do I look now?

No resistance means a reading of 0.0 ohms. Are you saying you have 0.0 ohms between the plugs and 0.0 ohms from the plugs to ground? If so, that's a fail.

Readings from Stator plug to ground must be OL

As noted above - read the stickies.

My voltmeter ohm scale reads 1 until it picks up any reading so when I touch the probes together there is a reading. When I use it to test it stays at 1 on my meter which I believe on my meter means no resistance or infinite. I always tried with the audible ohm test and get no sound. If I touch the probes together it beeps

You need an ohmmeter not a voltmeter an ohmmeter should not read 1 unless there is 1 ohm of resistance but continuity otherwise. It should read OL or max out on an analog meter.
