After talking with some friends, I decided to go with a Ram Mount phone holder. What I didn't like was the mounting system, so due to having some time off due to the COVID-19 shutdown of my company, I made a bracket to hold the phone holder part.
First, part of the Ram Mount I am using:
Second, the bracket is to use the top two bolts holding the gauge mounts:

Laser cut and bend bracket. It is interesting to note that bending the piece, while the two bends where parallel, it caused the bolt holes to draw in closer to each other by an 1/8-inch. I clamped one side in a vice and heated the other side of the bracket red hot where it was bend and used a punch put thru the hole to stretch the metal back to 4-1/4" center line from bolt hole to bolt hole. I did that about 4 times alternating sides. I wanted a tight radius bend, so I used a 1/2-inch wide bottom die, but it left die marks in the metal.
Stretched and hand filed and sanded bracket three hours later. No more die marks:
I am going to get the bracket powder coated to match the rest of the handlebar assembly and it will be done. As you can see in the pic, it is in the perfect spot. I like with the gauges how I barely need to glance down from the road to view them, and now just a little lower to see the phone. I need to have Waze on at all times to keep track of the local po-po.
