My Street-Bob is leaking oil from the AIR Filter

Can someone explain to me how the oil level in a dry sump engine effects the oil in the crankcase? Seems to me that either the scavenge pump is going to keep the crankcase level to a minimum, or it's going to blow the dipstick out.

Had that happen to me on a friends 103 Backline. I hammered it pulling out into traffic and a few moments later thought "****, why is my thigh on fire?". I looked down to find the cap gone from the oil bag and my jeans, the jugs and the pipes drenched in burning hot oil. Rode the rest of the way cussing and smoking like a mother****er.
No oil tank on my Dyna . Wet sump .

Dyna's are still a dry-sump engine. Your oil tank is under the tranny...looks like an oil pan, you could probably even call it one, but it's still a dry sump since the oil is not housed in the crank case.
