Are you talking wiring or cables or both?
I have a '17 FXDB and IIRC the stock bars are "12. There was a lot of slack in my wiring, I am running 12" WestCoast MX T-Bars right now with no extension. Cables were a different story. I previously had "16 Apes with 3" risers and definitely had to get new brake, clutch, and throttle cables. I don't think you'd even get 2" taller on the stock cables.

12in(stock)? Plus 2in rise =14 you should still have room in the cables
14in with 1 and a quarter inch riser= 15in and a quarter

Easy way to check take off the top clamp and place something across the bottom clamp and look at the wire clearance

I have an ‘07 Super Glide that I put Street Bob bars on before I went to 16” apes. Going from the stock buckhorns to SB bars was about a +5 height change (6” bars to around 11”). My wires were stretched to the max. So you might be able to swing 14” or probably 12”. A lot also depends on the shape/width of the bars and pullback and if you go from external to internal wiring.
