Should bolt right up. both touring and dynas use the "A" model twin cams, and no year compatibility issues between 08/09.

I looked into putting my 124" crate engine, currently in my '16 bagger, into my '16 Low Rider....

The engine swap would be an easy bolt-in swap, with two caveats...

1) The '16 Bagger engine will have extra mount holes in the forward head, for a front stabilizer link, that I won't use switching it to a '16 dyna.. If I was going from the '16 Dyna to the '16 Bagger, I would need to makes sure the front head had the extra holes. In your case, just beware of possible engine mount differences, I don't know if/how the engine mounts differ between an '08 Dyna and an '09 Bagger.

2) The Bagger was a TBW, and the Dyna was a cable throttle... so I would need to get the proper throttle cable intake to match the TBW intake on my 124". I believe that same difference applies to your two year/model bikes. But being the same engine, you should be able to switch the intakes between the two engines...

Good luck with the swap....

FWIW.. I decided against putting the 124" in the Dyna. At 135HP & 151TQ, it makes the Bagger really fun & pretty fast.... If I put it in my Dyna weighing about 250 lbs less than the Bagger, I'd probably kill myself....
