You don't need volt reg to run. i would put the new battery on charger. If that doesn't help, I would be it an charger on high for 5 minutes and try to start. If I you have a jump pack just use that. If it does more, I would bring the battery back.
They will test the battery, and warranty it. You could always just bring it back anyways, they will test it.

Stastically speaking you are right. I typically take that stance. Focus on non new parts, I have lynch mobs form though. Who swear they have had a battery out of the box. I have not

it is hard to diagnois over internet. Sounds like starter not cranking. Starter clutch or voltage?
Could be a bad connection. But I have not had one since my 70s truck. Battery cables yes. But stuff that has never been loosened, has not come loose for me. Obviously others have had different experiences.
I think low voltage or starer clutch, but I am not there to hear it.
Usually starter clutch give you some warning, or you cranking the crap out of it.
Starter relay based on age wouldn't hurt. Though I doubt it. But throwing it on list. If it is cranking, probably not the relay though. But it is in the path.
First, thanks to all. Put new battery in, tested temp sensor, tested volt reg, tested spark, replaced battery ground cable and she started. Ran and within minutes it shut down. My next step is to replace fuel lines and try again.
