There is a limit since when you start say going to 0.001 press, the OD of the inner race is going to grow apx. 0.0005
As many sleeves that I have seen move on here, I personally would not depend on Loctite. I went on the Loctite site for those mentioned above. And I have a Commerical grade 680 called out on a spec but in this case, race was trapped in a case with a snap ring. I was looking and it said it would take approximately 200 ft-lbs to move for a ballpark average of a 1" sleeve. So that may work. Sure would not want to depend on it for a trip bike. The worst case is it's going into a transmission seal I guess.
And obviously, the complete bearing one offered is a slip fit on the shaft and depends onload for the easiest thing to turn.. The bearings..
Don't know exactly but have measured from 0.0005 to 0.0010.. That is what I would figure as a good press fit. The sleeve might grow 0.0005 if the press is 0.001. I see it when doing Timkens as a difference between running the bearings on a test holder and after installed on the crank. The running clearance on the roller bearing is probably between 1 to 2 thou so the expansion of the inner sleeve is allowed for.
If this were a pre stepped mainshaft, I wouldn't bother with the locktite. I'd use a 3205 or 6205 ball bearing.. Since this shaft has a step, it won't run into the mainshaft seal in the main drive gear.
If this one comes loose, it is captured between the clutch hub and the step.
