Im not usually in this section, so if this question has been asked a million times forgive me.
Asking for a friend- he wants to go to 14 or 16 inch bars and is wondering if brake/clutch cables and wiring would have to be extended (I put 12s on my Street Glide and only needed wiring extensions, but I dont know squat about Dynas). Its an 08 Low Rider
I don't absolutely know, but I'm pretty sure he's going to need to get a new brake hose, clutch cables, and throttle cables. He might get away with the stock wires for the switches; when I first changes the handlebars on my 2007 Dyna Street Bob I was amazed at how long the wires were. They had a lot of wiring stuffed into that upper frame rail. The wiring probably will need to be extended though, the stock '08 Low Rider bars are fairly low compared to 14" or 16" apes.
You can definitely do 8 inches no problem, and you may even get away with 10.
But anything much more than thats almost certainly gonna require extending.
Tell him to get a tape measure and get some quick measurements to be sure though.

I've got the next generation (14-17) Dyna but I'm pretty sure they run the same hard lines. That said, I've got 12" apes on the stock 1.5" risers (LR has 4.5"?) and the cables and brake line are uncomfortably stretched to their max.
Like Crazy said, I don't think there would be a problem the wires. They're still at least 4"-6" longer than I need for the 12" apes.
On the other hand, it's not my time or money at stake here.
Im pretty sure he wants apes and not the riser/drag bar combo but I will bring it up to him, I dont know if hes thought about alternatives and I will pass along the other info shared here.
I put 14" Gangster apes on my Super Glide and had to extend wires, clutch cable, throttle cables, and brake line. I think the Low Rider is similar to the Super Glide.
