Pads after changing
Just chanted rear brake pads and discs, after install the wheel spins then stops about a quarter/half turn (not with a specific point and the disc isnt warped or anything like that). I hear the noise of the pads contacting the disc consistently, is this normal with new pads nd rotors?
Double ck if the rotor is centered in the caliper.
If in question get the pads and pistons pushed back off of the rotor and see if the wheel spins freely.

Going by what other bikes I have had, the metric cruisers say rebuild the calipers on the third set of pads. If your talking about an 03, the rubber seal is probably way off from from that tug.
Basically, the second new pad from the new bike.
Your always going to hear a pad touch slightly. It however should turn free by hand.
Harley 4 piston setups like on my 04 with DOT 5 require a special brake piston grease inside the caliper. Seen the same in modern Honda cars with DOT 3 or 4 with ABS.
It helps retract their piston in their calipers so well, Honda cars don't hit when new and in good condition. Probably in the interest of good gas mileage.
if when turning wheel by hand consider what you want to live with.
With new pads and rotors, and it's the 2nd new pad set, I would rebuild caliper with OEM seals, grease if that on the PDF Rebuild instructions, and brake fluid.
In your case, if you want long life, I would rebuild caliper. It's an easy job.
