Just a little nomenclature clean up....
A 2009 Fat Bob does not have the CanBus system. As such, it doesn't have any CanBus ports ....
The PowerVision Tuner plugs into the Data Link Connector (DLC), also called the Diagnostic Port, on all Harleys, including those with the CanBus system.
FWIW...
I have never used my PV as a gauge set up on any of my bikes, but... On my old Dyna I would have moved the male connector towards the empty area beneath the seat, then connect the PowerVison cable to the Data Port/DLC and run it under the tank to a PV mount on the handlebar. The bike will have the male Data Port/DLC connector, which is a Deutsch connector. Deutsch connectors are waterproof. The PowerVision cable has the female connector, which contains the waterproof silicone seal.
While the connection at the Data Port/ DLC is waterproof. If you like, you can put some dielectric grease on the seal portion of the female connector to enhance its ability to withstand water. However, it is never recommended to subject any electrical connector to a heavy spray from a hose or especially a power washer.
The PowerVision Tuner module itself is "Water Resistant", not "Waterproof". So you may want to remove it in the case of inclement weather. There are reports of the PV tuner surviving rain, but there are also reports of it being damaged in heavy or extended rain.
I'm sure someone who has used the PowerVision as a gauge set-up on a Dyna will share how they did it. Until then, I hope some of this info helps....

My cable was plenty long enough, connect to the PV on your bars, you're done
I haven't had mine on for years now and can't find a pic but even though you don't get the picture, well, you get the picture
There's a hole in the caddy in the upper front corner (Pic 1). Under the tank, then I tied it to the throttle cable (Pic 2). I made a little packet from plastic foam and duct tape to cover the end (Pic 3) and so I can stick it up under the trim piece on the risers. (Pic 4, Pic 5)
This last photo shows why I need more mouse repellent for the winter. Fortunately there doesn't appear to be any other damage.
