From the stats on the Harley website, and others, the TC-A comes out of the factory putting out more torque and hp. There is also, in the end, more you can do with it in terms of modifications. Smoother at speed, less so around town. The TC-B is about getting that softail look. In the end I think that's how you should choose though. You dump enough money into either and you can get more power or a smoother ride...
I rode my brothers 2008 Softail Deluxe anddid not like the ride at all. There is extra engine noise like a sewing machine. It was a smooth ride but I did not get the feeling that I was on a Harley. Love the look of the bike better than mine but I feel better with a little vibration under me.The cockpit seemed cramped and very upright and I am only 5' 6. Dyna for me! I have the 2007 Street Bob.
