I have gotten it a few times...I don't use water to wash the bike ( meaning I barely wash the bike). It was very foggy and I had it for the rest of the ride. It clears up in a few hours.
I thought about talking to the dealer, but figured it was a design issue. Sort of like the dimples on the seat. It wasn't a bad seat, it was a bad design or mfg process. My dealer replaced it under warranty...with a new seat with dimples! I don't feel like getting it replaced to have the same issue.
I have the same moisture problem in my 06 Street Bob. I took a 15 day trip to Montana and Wyoming where it was hot and dry and it disappeared. As soon as I got back to Washington it came back and, no, it has not been out in the rain. I just had my headlight replaced on warranty because the paint was coming off and we discussed the speedo at the same time. My dealer said it is not meant to be a sealed unit and that it has a weep hole for air exchange. He said Harley would replace it only if the instrument readouts were obscured by residue when the instrument was DRY. Obscured when wet does not count. The dealer techs had the same problem with their own bikes.
I had a 92 Sportster for 14 years and it was in hard rains a lot of times and never did fog up, so Harley must have changed the design.
