You will be happier with a heated jacket liner vs the vest.... IMO. If you are considering heated gloves or liners they will plug into the end of the sleaves of the heated jacket or liner. If you have a vest you will have fish the wiring for the gloves through your clothing, and that is a pain in the ****.
Glove liners cost around $89, gloves $139, jacket liners $189, vest $120, and a heat troller is a must for $89.
I've been using a Widder vest for about 15 years. Works great, says Made in the USA on the label,but I wonderif they still are. Worth checking out. I've found the vest with the high collar to be plenty for me down to about 40 degrees -- I don't go out when it's below 40.
I bought some bib overall ski pants in black that keep me warm down to the 30s. I wear my leather chaps over them from 30 degrees and below, but then I tend to sweat a little. They only cost $30. They are also water resistant. I only ride about 15 miles to work, maybe onlonger trips more would be necessary. So far I haven't needed anything heated. I don't ride in the rain in cold weather, though.

I have a pair of thin, cheap ski pants ($19)I use under my chaps when the temps drop into the 30s. Usually just wear 1/2 helmet with temps into the 30s, unless I am going for longer distances. I am skinny, so the upper torso, arms and fingers get the coldest.
Keeping the chest and handswarm really makes for comfortable winter riding. The windshield seems to make extended riding much easier anytime.
