I can offer some input on what I had and what I just got. Both run between $400 - $500.
I ran across a deal on a pair of Rinehart slip-ons and ran them a couple months. The sound was incredible. They sounded (to me) better than most full systems I had heard. I had wanted a full system since I purchased the bike, but it just wasn't in the budget.
A few weeks ago, I changed out the stock exhaust with the Rineharts to a full set of the Vance and Hines Big Shot Staggereds. I absolutely love the look. At first, I was worried I wasn't going to be happy with the sound. They certainly didn't match the deep rumble of the Rineharts. I have put a couple hundred miles on them now and notice the sound getting louder and deeper.
I considered replacing the baffles to try and get the deeper tone, but now, I am satisfied and will leave them with the supplied baffles. To me, they are definately worth the $460.00 price.
You will get many different opinions and reviews to a question such as this. Listening to the many available systems on other bikes is a good way to narrow down your choices without making a $500.00 mistake. Kind of keeps you from marrying a blind date.

I spent less than $200 on ebay and got a set of NOS Harley SE exhaust for my Shovel. The first pic is the factory 2 into 1 that I had removed the baffels from. The second is the new duels. Hands down the sound of the duels and the preformance is better. If you shop around, you don't need to spend that much money. Exhaust is like underwear, most people change them daily. The savings can be spent on other mods, or GAS. Just a thought.

I went witht the Python Staggered Duels. Thet are made by Vance and Hines. I think they sound deeper/louder than the Vance and Hines Big Shot Staggered. Look the same, just don't have removeable end caps. I put the Big City Thunder baffles in mine and picked up 4 HP and 4 TQ. Worth it in my book.

Well, I got a set of Peacemakers. They have a flange that will open or close to modify the sounds coming from the exhaust. You can have it closed in the neighborhood and be quiet or you can have it open for the road and have a very loud exhaust. The cost was $550. This is a great idea if you live in a state that is cracking down on loud pipes. The switch mounts to the left handle bar controls. You can see the actuator on the right front frame.

I went with V&H Side Shots They sound and look great and you don't see them on damn near every bike. Prior to the Side Shots, I had BCT baffles in my SE-II slip-ons. They sounded excellent - the deepest sound I've heard on a Harley.
