Presses the seal evenly into a seated position atop th eslider. You have to apply even pressure simultaneously around the seal or it will pop out on the opposite end from which you are applyng pressure.
2" PVC slides directly over the 49mm fork and fits into the seal area on the slider. MUCH cheaper than the HD tool and equally effective.
Attempting to set the seals without it is a frustrating pain in the butt. Go to Home Depot and buy a short piece before you start the job. You'll be glad you did.

I have installed a pile of seals and have never used a seal tool........I do fork swaps with the forks still in the bike, so the pvc rig won't work unless you split it. I simply push the seals most of the way in with my fingertips and then use a couple of blunt wooden dowesl 180* from each other to push the seal home.

I used a piece of 2" black pvc water pipe, worked awesome. The white pvc has a slightly bigger id then the black water pipe pvc and the black is a bit cheaper but either works just fine. Good luck!
