Well.....let the googone soak overnight and it didn't even make a dent. I am not sure what it is but it isnt just glue. It looks like there is a layer of rubber or something.And it is as hard as a rock.I have rubbed...heated....goo goned....WD40'd. I am beginning to wonder whether a #0000 steel wool with some wax to keep it moist might help. I know that is how you remove scratches from chrome. Anyone think it will damage the paint?
I think what you've got there is a good old H-D anomoly and maybe you need to get someone else to look at it. These things pop up here from time to time. Like when 99 of us remove our factory reflectors with no issues and then 1 lone guy posts that he did his and the fork leg was discolored underneath it. Or the guy who just posted that his Fat Bob will start in both the Ign and Acc setting. Anyway, I'd go by a body shop or something and get their opinion on it. I certainly wouldn't take any steel wool, sandpaper, or any sort of scraper to it.
Try an eraser wheel. It was recommended to me by a body shop mechanic. They use it to remove stick on decal with out harming the paint. I used it to remove the decal on the down tubes....

Man, what you likely have have is something like double sided tape, but a hard plastic square w/adhesive on both sides. It pulled loose from the bumper but is stuck fast to the fender. You successfully got the adhesive off the exposed side but now you have to get the plastic square loose from the fender. Take a look at the bumpers that came off and see if you can figure something out. compare those that came off properly w/the bad one. Likely I think this is going to require a careful fingernail and patience.
Man, you got worse problems than that. From the picture it looks like you have the image of some ugly dude holdin' a camera burned into your clear coat...
if you can get a piece of dental floss and loop it around the plastic piece between the plastic and the fender, grab both ends ot the floss and pull it thru the adhesive, then go back to the goo-gone and WD. Don't know what your going to do about the dude in the fender,,,,,,,
