Ya man thats what happens, the water will stick in to the tire long enough to get flung up in front of you, then you are simply riding into it. It will get you every time.

i wonder how much of the front part of the fender, forward of the forks, plays a functional role- any thoughts on this? i'm about to cut up a fender for my scoot and plan on chopping off as much of the front of it as possible.

I am not for sure, if you do chop it down, you might want to lower it as well. That should help its performace + look better

now you know why a lot of the custom bikes even have fenders today. back in the old days it was cool not to have a front fender. but man when it rains all hell breaks loose.
