Maybe get something like these (#4428) from Kury. They aren't "shorteners" but improved my riding comfort 100%. Lots of styles to choose from. They also have 1 called the "switchblade". It folds into the peg when you don't want it sticking out. You can sort of see it in my sig pic.
I have the same problem with my short legs. Someone here suggested a Halrey rech seat and pegs like benwiggin metnioned or something like the dually. I ordered the dually ones and will put them on this weekend, I'll let you know how they work out. Kuryakyn also makes these; http://www.kuryakyn.com/products.asp?bn=harley&ci=3051 http://www.kuryakyn.com/products.asp?bn=harley&ci=3234
Depending on your configuration, the only thing I don't like about then is that they will move my footpeg away from the controls. I'm thinking balout tryng to have my indy shop custom fab me forward controls to the most comfortable position.
