solid mounted handlebars?
still trying to come up with a way to raise the riser and retain the rubber mounts..
any thoughts or suggestions welcome..

Also, I like the Speedo relocate you've done ..... looks nice, but keeps the functionality of the stock set-up. I always wondered whether that would work with a tank lift. Now I know!!

The bushings are in the trees, so if you just put the spacer on top of the bushing, it won't be a solid mount and will act just like it does now but the riser is just longer.
Also, you don't have to go through the trouble of milling it unless you want to. You can probably get Aluminum stock in the right diameter and it is cheap.
I've made several sets this way and just polish them to a chrome-like shine. I run a bolt through them and chuck them in the drill press so I can sand and polish them.
I've probably got less than $10 into ALL the risers listed below.
Here are some straight 3" risers I made for my Suzuki Volusia:

Even made some slanted ones by cutting at an angle and bending the bolts...the bolts went down through the trees with a nut on the bottom instead of UP like the Harley:
