also i forgot to mention, after i put my 21in rim on my front will rise 1/2 taller than it is now stock with the 19''... i measured from the ground to the center of axle and my 21 is that much higher,1/2'', so if i go 1'' on the lowering then it will be 1/2'' lower than a stock one right?

If it were me...I'd install the shocks first and eyeball it..with the 21" front wheel you may need to go 2" to level it out...or you could possibly go with 3 degree raked cups and just one inch lower in front...i've been looking into the later for myself..
