I've seen several bikes with the tool/storage bags attached to the bottom front of the engine and wonder how well that works. I've got mine attached to my fork under the headlight but hate the way it clutters up the front of my bike.
Do you have water problems? Is it form over function?
Mine does catch water. Have to empty it if I get caught in the rain. I dont keep my tools in there anymore.
I keep a small screw on the bike that has replacable tips (allen,torx,standard,phillips) spare spark plug and wrench for them and thats about it. Think about it...You could be towing a whole roll away behind you but tools are useless without replacement parts. Day to day riding I dont carry much. Long trips I carry a bit more.
I used to mount a tool bag under the headlight to help block the wind from underneath, it keep scuffing the front fender, now it sits in the garage. 30 years ago, you really needed a tool kit, now I just check everything once in a while and leave it at home. Todays bikes are so trouble free compared to then, I don't feel I need it.

I carry my tools down low, and as stated earlier, I keep them in a zip lock bag.
I don't agree with the above quoted post, as many times, they have come in handy on the side of the road. Maybe not always for my scoot, but a fellow rider who is stuck on the side of the road, who happens to believe as the quoted post.
